HUMAN RESOURCES MANAGER

    SUMMARY:

 

    Directs and coordinates all Human Resource activities for the organization, supports and encourages staff development and provides guidance to senior and middle management on all personnel issues.

 

    ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.

 

  1. Provides the leadership and direction necessary to implement the human resources policies established by the Union Health Center’s Senior Leadership
  2. Provides guidance and direction to the all clinical and administrative departments as well as all managers on human resources matters.
  3. Plans and organizes the functions of the Human Resources Department in the Union Health Center to ensure services are provided.
  4. Participates in the long-range planning of UHC staffing plans and human resource development.
  5. Monitors and maintains all personnel operations in line with UHC goals and all federal and state regulatory requirements.
  6. Assists management with recruiting and screening potential new employees and provides support throughout the interview and hiring process.
  7. Coordinates the development and consistent application of policies concerning selection and placement, transfers, promotions, terminations and leave of absence.
  8. Coordinates all matters involving relationships with labor organizations and unionized employee groups.
  9. Works with the union representative to resolve labor issues. Will participate in contract negotiations
  10. Promotes, plans and coordinating programs for the training and development of employees, and centralized staff-wide training programs
  11. Is available to all staff as needed to mediate and troubleshoot personnel issues as they arise.
  12. Develops wage and salary guidelines, job descriptions, and minimum employment requirements and competencies.
  13. Oversees payroll administration and accounts payable
  14. Develops and administers policies relating to retirement, group insurance, and other staff benefit plans.
  15. Assures company compliance with provisions of the Employee Retirement Income Security Act. Supervises preparation of reports and applications required by law to be filed with federal and state agencies, such as Internal Revenue Services, Department of Labor, insurance commissioners, and other regulatory agencies. Reviews and analyzes changes to state and federal laws pertaining to benefits and reports necessary or suggested changes to management
  16. Complies with the Union Health Center’s policies & procedures related to privacy and security of identifiable patient information (PHI), pursuant to the (Health Insurance Portability & Accountability Act).
  17. Supports the stated goals and objectives of the Patient Centered Medical Home by working cooperatively with all clinical and non-clinical staff to develop procedures that enhance the Health Center’s team-based approach to patient care.

 

    SUPERVISORY RESPONSIBILITIES:
    Supervises HR generalist

 

    QUALIFICATIONS:

  1. BA degree in Human Resources or related field
  2. Two to four years managerial experience in Human Resources
  3. Human Resources Certification required.
  4. Strong interpersonal, oral, written communication and collaborative skills.
  5. Advanced computer skills.
